Licence re-advertisement

Ofcom is today publishing a full re-advertisement of the Bridgwater & West Somerset local commercial radio licence. Ofcom's Radio Licensing Committee has decided that, in view of the licensee's unsatisfactory record of compliance with licence conditions, we will not be implementing the special application procedure for the re-advertisement of this licence.

Each station has as part of its licence a 'Format', which outlines the essential nature of the service and details any specific expectations of that service.
Any changes to a Format can only be made by following the correct procedure and with the appropriate permission from Ofcom.

Addition of Bay Radio - A local speech and music station for the Swansea area, with 24-hour news, information and comment aimed primarily at the 35+ age group, with a predominantly gold and easy listening mix of music, regularly reflecting welsh culture and language. South Wales and Severn Estuary
Addition of Voice of Russia from the World Radio Network - The station will provide news and information together with cultural and general features relevant to audiences interested in Russia. Greater London II
Removal of Voice Radio - A community radio service primarily aimed at an audience of the Caerphilly County Borough, and secondly to the south Wales region, that invites and encourages participation from the people who work and reside in that geographical area. Cardiff and Newport

 

Change of Control Reviews

Whenever a local radio licence undergoes a 'change of control' (for example, when it is sold), Ofcom is required under section 355 of the Communications Act 2003 to undertake a review of its programme output.
Specifically, Ofcom must review the likely effect of the change of control on:

  • the quality and range of programmes included in the service;
  • the character of the service; and,
  • the extent to which local material and locally-made programmes are included in the service.

When the review has been completed, Ofcom may amend the content requirements of the licence.

Community Radio  

Community Radio Third Round of Licensing

An invitation to apply for community radio licences to serve localities in Wales and south west England was published by Ofcom on 1 April 2011 and the closing date for applications was 21 July 2011. The list of applicants can be found on Ofcom's website at: http://licensing.ofcom.org.uk/radio-broadcast-licensing/community-radio/apply-for-licence/community-radio-applicants/

Additionally, in view of the demand for an alternative provider of a local radio service in North Devon expressed in response to a recent consultation (http://licensing.ofcom.org.uk/radio-broadcast-licensing/digital-radio/Multiplex-coverage-extension/exeter-torbay/), Ofcom decided that, for any applicants who wish to provide a community radio service in the North Devon area (the districts of North Devon and Torridge), we would extend the closing-date for applications to allow applicants time to develop their plans. The new closing-date for the districts of North Devon and Torridge only will now be 21 September 2011.
